Judith B. Thomas Appointed President and CEO of Indy Arts Council

The Indy Arts Council, central Indiana’s leading arts advocacy and services agency, has announced that Judith B. Thomas will take the helm as its next President and CEO, effective mid-April 2025. Thomas, who most recently served as Deputy Mayor of Neighborhood Engagement for the City of Indianapolis, brings a wealth of experience in community engagement, stakeholder management, and collaborative leadership to her new role.


A Vision for Inclusive Arts Leadership

Expressing her enthusiasm for the appointment, Thomas emphasized the deep connection between the arts and community empowerment. “The opportunity to lead an organization so deeply embedded in the cultural and creative fabric of Indianapolis aligns perfectly with my passion, vision, and lifelong commitment to empowering communities through the arts,” said Thomas. “The arts tell the story of a people—a city, a state, a community. It is crucial that all voices and creatives are heard, seen, and celebrated.”


A Legacy of Impact

Thomas has played a pivotal role in shaping Indianapolis’ cultural and civic landscape over the past 30 years. Her leadership has been instrumental in organizing major conventions and events, including the Indiana Black Expo and National FFA. She is currently serving as the Local Organizing Committee (LOC) Co-Chair for the 2026 NCAA Men’s Basketball Tournament. Additionally, as President of the Madam Walker Legacy Center, she oversaw critical renovations and rebranding efforts that revitalized the historic institution. In her role as Deputy Mayor, she guided the city through significant challenges, including a global pandemic, a national racial reckoning, and a period of transformative social and governmental change.


A Respected Leader for the Future

The Indy Arts Council’s Board of Directors expressed their confidence in Thomas’ leadership. “Along with the Indy Arts Council Board of Directors, I am thrilled to welcome Judith B. Thomas as our next President and CEO,” said Brenda Horn, Board Chair of the Indy Arts Council. “As a skilled fundraiser, compelling ambassador, and exceptional relationship builder, she is extremely well positioned to lead our organization in this next chapter.”


A National Search for the Right Leader

Thomas’ appointment follows an extensive national search, guided by input from Indy Arts Council staff, community members, and key stakeholders. The search committee, chaired by Brenda Horn, partnered with DSG | Koya, a premier executive search firm specializing in mission-driven leadership, to identify the best candidate for the role.


As she prepares to step into this new position, Thomas is set to lead the Indy Arts Council into an exciting future, reinforcing its commitment to advocacy, inclusivity, and the continued growth of the arts in Indianapolis.
